Did you see the stat boost it gets after Schooling? It becomes an actual threat.
The 45 base HP and 30 Speed really does hinder it quite a bit. Wonder if people will actually use it.

if I got it right it starts in school form right off the bat. You bet your ass people are going to use it, but crappy hp and speed and reverting to base form after hp drop is going to keep it at bay

What?

Schooling is basically Defeatist. He becomes weak as shit when he's on red health. Otherwise, he's basically a legendary pokemon stat-wise.
Sash would be useless. You'd want a sitrus berry or something.
