The Johto starters will never get anything anymore. GameFreak only views Gen 2 as a mere expansion to Gen 1 and not its own gen. Why do you think Gen 2 was the only gen to not have any of its characters in the Battle Tree? Why do you think the Gen 2 starters didn't get Megas? Why do you think none of the Gen 2 Pokémon got Alola forms despite some Johto Pokémon being exclusive to Kanto? Face it. Gen 2 will always be the red-headed step child of the series and there's nothing you can do about it.

It's not really, they've already revealed in interviews that a lot of Pokemon from Gen 2 were just Pokemon that couldn't make it into Gen 1, like Chikorita and Shuckle. As well, several mechanics (like character and Pokemon gender) just couldn't make it into the first one due to time constraints.

G/S/C is pretty much just Gen 1 Part 2 in Game Freak's eyes.

Which sucks, cause I fucking love Shuckle and Hitmontop, but nothing will ever happen with them
