Most of the bugs that learn Leech Life are better at special attack.
The only ones that benefit are Parasect (lol), Ariados (lol), Kricketune (lol), Ninjask, Golisopod, and Buzzwole.

Used to run a Pelliper Rain lead. With Scald, Hurricane, Roost and Rain dance with Rain Dish and life orb. Had some decent success with it in OU and UU.

But who needs Rain dish, when you have roost and don't need to setup Rain dance. Drizzle means 100% accuracy Hurricanes and boosted water STABs. The +10 Sp Attk is neat little bonus as well. Not sure what item to use now though. Could use a Scarf and mash Hurricane.

Also not sure what too use as a fourth move. Ice beam seems like the obvious choice, but there's also other neat options like tailwind or Shock Wave

REMINDER. dodrio now has 60/110/70/60/60/110 stats, swords dance and jump kick. this is alongside brave bird, return, knock off and quick attack. expect birdbrain to move up a few tiers.

No direct buffs, but the bolstering of Leech Life helps survivability a little bit when not hit 4x.

The +20 Attack on Dugtrio is pretty massive in my opinion, though.

To be fair, it's still abysmal. It only has a BST of 454 even after the +40 buff. I doubt it's a favorite of anyone on the dev team, it's just an attempt to make it not entirely worthless. What Masquerain truly needs is an evolution.
