It kinda makes sense. Torracat has some bulk, but it doesn't affect its mobility/speed yet.
Since Incineroar is much bulkier and has given up the whole quadrupedal thing, he's not as agile as he should be had he stayed a quadrupedal. I'm not shitposting here, I'm mostly talking about how bulking does tend to affect agility as a whole too. The design, while it looks like it does, simply isn't as nimble as it once was because being agile on two legs while being bulky is harder than being agile on four legs while maintaining a not-so-bulky frame.
