He doesn't have the same BST as UBs and also doesn't have the UB ability.

He is between Guzzlord and Magearna in the Pokedex.

My guess is he isn't an UB.

There you find out that cosmog is actually an ultra beast, capable of opening the utlra wormhole, and team skull is working with team aether because lusamine wants to open the ultra wormhole and release the ultra beasts because she loves them even though itll kill cosmog.
