Why are the Elite 4 allowed to hold their positions when everyone in the region can apparently kick their ass?

Going by that description, when you rematch the Elite Four, you don't fight Kuiki again. Instead, since you're already the champion, he'll be replaced with a random challenger trying to take your title.

In other words, you don't know who the fuck you'll be facing at the end of the Elite Four now.

If generations and a few other things that I can't remember have any sway on what you think, the position was just vacant for a long time. Apparently nobody challenged the e4, or at least won, in a while.
