stealth rocks do set damage equal to two layers of spikes, but cannot be used again for higher damage. bam, it fills the job of "faster spikes" without screwing certain types over.

Stealth Rocks need to be stealthy to work.

The first time a Pokémon gets damaged by them, it realises where they are and since they've no longer got the element of surprise, they're removed.
