Can't you fight him immediately after the game is over? Since you're near those levels, i'd imagine they did it to make you able to fight them immediately instead of being forced to grind.

Grinding is tougher this gen than some others. Couple with GF handholding and there you go. It also sucks he doesn't use either zmove or mega evolution. Though my head cannon is he is on vacation so no need to go all out.
