Super frail stuff usually has a bad record in Doubles, bulk is much more appreciated there. She could still work with heavy Fake Out and Follow Me support though.

Almost any priority with neutral damage from someone with decent attack will kill it
She's balanced

Easily OU but not broken. 137 attack is not that difficult to deal with. It's a glass cannon with 0 priority, stat boosters and I don't think it has leech life for any form of recovery either.
