Primarina provides nothing new to Water attackers that isn't it's Fairy typing, in which it is also my mom's generic special attacking fairy. If there is already a water or fairy type, it will do everything better in both attacking and defending

With Incineroar, it has Dark STAB and slightly better bulk than Arcanine, and Decidueye can be a monster Stallbreaker with SS, Toxic, Sub, Roost, Haze, Trap Pass, Stag escaping, Curse, and an immunity to Spore, plus has other great play styles for support.
If there is a Water or Fairy special attacker in a tier, Primarina will drop quickly.
