There's also the fact that he works for the shadier side of Aether that deal with Pokemon experimentation, creation of Type:Full (Silvally's original name) and later the helmet to turn it into Type:Null (which he only made so should it go out of control, he can save himself).
All in all he's just a selfish guy who wants his job.

She also did Pokemon experimentation, creation of Type:Null for the sole purpose of killing UB's should they be too strong, deliberately opening up Ultra Wormhole's (and using Cosmog, which evolves into the Legendary Pokemon of your version just to do so) and she worked with and gave money to Team Skull to do Team Skull things. Lusamine also opened up a bunch of other Ultra Wormholes letting loose like 7 Ultra Beasts in-game.
