Who's the moron who set the wild encounters in this game? Why is every patch of grass dominated by gen 1 fuckers?

The games only sold like 2 million less than DP if I remember right. Considering they came at the end of the DS' life and had 4 years less time to sell that result really doesn't seem bad to me. It also took until last summer for XY to outsell them.
