People don't understand how good of a speed tier base 100s +1 is. Not only that but the +1 ATK allows him to 2HKO OU's current meta with rocks up. He has good natural resistances being Dragon/Ground with 80/80/80 defenses, good offensive presence with STAB Earthquake / Outrage / Fire coverage move (Fire Punch or Fire Blast), etc.He also has access to Defog, Roost, U-Turn, etc.
E'll basically be a better Dragonite with gimmicks. S'not too shabby, I just don't see it impacting the meta very much, unlike Z-moves, Dodrio and Pelliper.
