So let me get this straight, both Lycanroc forms are obtainable in the wild, but Rockruff evolves into only one form depending on the game version?

They're also time-locked too.

Midday form is Level 25 in the morning in Sun.
Midnight form is Level 25 at night in Moon.

So Rockruff's evo method is not just time based but version dependant too. I wonder if they also changed Eevee's evo method into Espeon and Umbreon to be version dependant as well.

I don't think so, since Rockruff in a sense is a playful "not-really" way of having a time evolution. Since it's night in Moon when it's day in Sun, they technically evolve at the same time irl, which is the opposite of Eevee.
