Owl is extremely gimmicky and there are better, safer options if you want to trap things.
Tiger is shit and worse than Houndoom in every way except doubles utility.
Seal won't be UU simply because the only thing it has over other UU bulky waters is typing, other than that it has absolutely no boons over them Vaporeon is a better pivot for scald absorption and a wish passer, Alomomola is a bulkier wish passer with regenerator, Suicune is a better set up sweeper, Blastoise deals more immediate damage, can spin and has coverage, Tentacruel is great at hazard control, Cloyster can hyperboost or be used as hazard control, Feraligatr hits hard as fuck after a boost, Gyarados hits a nice speed tier after a boost and deals a ton of damage as well, Milotic has instant recovery, is bulkier and can either punish status spam or punish defog, Sharpedo can naturally outspeed scarfers and deal tons of damage, Crawdaunt hits really fucking hard, Swampert has rocks, only one weakness and can also sweep if mega, Empoleon has a ton of resistances, sets, and can control hazards. There's no reason to use Seal over any of these other than "muh typing".
tl;dr unless they get a massive buff in the next games I doubt any of them will get past RU.
