Shitty zen mode or not, EXspeed/stone edge, Dragon dance, Thousand Arrows and Outrage is going to be very, very good. Zygarde 50% is bulky enough to setup, and even with the lost of speed, he get health and more bulk. so yeah, it's ok
10% is gotta go fast and could be alright, but seriously, thousand arrows is the best move in the fucking game.

Togekiss? kek. Skarmory? kek. Weavile? EXspeed.
The only thing that actually block thousand waves/outrage is Grass/Fairy and Bug/Fairy.
It's OU for sure, not BL anymore, and top tier OU for sure.
