Trick room only lasts a few turns, agility lasts as long as he doesn't have to switch out.

If you build your whole team around trick room then sure skip agility but otherwise it's his best option.

A slow, hard-hitting volt switch is a niche with a lot less competition What other show ones are even used aside from m-ampharos?

Nah, a bulky slow Volt Switch or bulky wallbreaker with Specs will be the best option.

Has enough coverage to force a switch, and then hit that switchin hard.

Pretty much. It's either slow, Volt Switch pivot or all out attacker with a Life Orb and Agility. Predictable either way, but could get things done. Nice typing and Levitate help.

354 max HP with 95/85 defenses isn't Skarmory but it's every good for how much it dishes out.

Which is why it needs the chance to set up Agility first, which is the unfortunate part. After 1 turn of set up it effectively has 135 base speed.

Honestly needing 1 turn of set up is not that big of a deal and this thing has some nice resistances and an immunity, he can find opportunities to switch in and once he's set up he's pretty dangerous.

It'll probably be a monster in doubles where Trick Room is actually used. Alternatively, throwing a Speed Swap its way would make it insane too.

Vikavolt's stats strike me as though GF meant to make it and Ribombee natural partners

It's likely that both of these pokemon can kill more with an agility attacker set, though, but sometimes enabling other pokemon to switch in safely is more valuable

I think the problem with speed swap is the speed swapper becomes kinda useless after. I think trick room is going to be more common than speed swap in doubles.

Not with that speed. Typically only fast pokemon or pokemon with strong priority do that. Even with EVs, it's so frail it probably won't survive a whole lot, except maybe something choice locked into a resisted move or something

Then you might as well go with a pokemon who has mediocre attack, but fast speed and good coverage and then set up a swords dance or something. That way if you DON'T find a free turn for set up, you can still outspeed and have a chance of being useful. If you are slow and try to set up, you won't accomplish anything

Thundurus-T is a better Scarfer. Hell Tapu Koko can run specs and outspeed more than that beetle. Vikavolt is a special Escavaleir if anything. Trick Room where it could put it's power to work.
