If we isolate it, Looker Bureau from XY was pretty good, and Serena/Calem was handled decently, but pretty much no one else in Kalos had the time needed to give them decent characterization. Maybe Sycamore if you do some reading between the lines. It's really a shame, since there was some decent potential with some characters, but no time is spent on them. Trevor's probably the worst example, where he has some interesting backstory hidden away in an off line of NPC dialogue in the geographical mess of Lumiose, but it never really comes into play.
