It feels like there are a lot of implications about Lusamine's plans, but nothing that really confirms them.
From what I gathered and think happened but have no confirmation of, Lillie looks like UB-01 because Lusamine became so obsessed with it that she wanted her daughter to look like one. And Lusamine suddenly became crazy because she came in contact with UB-01 once, and its toxins made Lusamine feel like she should do everything for its sake. Still, it doesn't all add up because Lusamine also collects other Pokémon, is not just obsessed with UB-01, even though it's her main interest.
