But that's not a big deal, because that's not the reason Burn is used to begin with. Chip damage is nice, but it's used first and foremost for the Attack halving, which the status still retains.
Now that M-Evolution grants priority first turn for this guy, it can reliably evolve on physical attackers. It probably wouldn't have even wanted to use Destiny Bond anymore now that it's got reliable burns. Substitute would be good for predicted switches, and perhaps 2 offense moves. Maybe Shadow Sneak and Shadow Claw.
It got better. Will it be genuinely good now? Probably not, it still has to contend with it's poor offensive movepool. But it's actually got something going for it now.
