>speaking of design it's one of the most 'alien' ( in the sense of how unnatural it looks)

>even the report doesn't know what to make of it

In other words it is an Ultra Beast who came through an Ultra portal a long time ago.

Meaning the UPs have been opened before.

Which would make sense because the Dragon clan that Zinnia comes from knew about the disasters of what opening portals to another world would have. Their clan was around to see it happen before.

Those two descriptions fit hand-in-hand. If it came from the UB dimension a long time ago, HQ would have never seen it arrive and would have assumed it's a normal pokemon.
