The effect acitvates before using belly drum. Basically, z-belly drum works all the time as long as you are alive. It's not as broken as it would have been if it was the other way around, but it's still really nice.

I think this would be really good on bulky belly drummers like Snorlax.
Slurpuff would be better off sticking to the Sitrus berry, though.
