HGSS made Kanto actually worth exploring with the revival of Cerulean Cave for once thing, they added another grindy spot as in route 47-48, which got you your grinding until after Kanto, and they added Trainer/Gym Rematches for that. and for the shit Pokemon distribution, they gave you the pokewalker and safari zone, which gave you late game options early and mid game.
I know they didn't fix every single problem GSC had as the level curve is still shit due to most trainers using unevolved low exp yielding shitmons throughout the whole game, but saying they fix nothing or near nothing is just plain wrong.
