From my experience, is Torterra. I don't really see anyone liking or mentioning that pokemon ever outside this shithole tbqh.
Even Meganium gets fanart sometimes, but nobody remembers Torterra outside /vp/, Empoleon and Infernape overshadows it for some reason. Not like I dislike Torterra but it gets very little to inexistent attention in general.

It all comes together, of course the worst fucking gen would not only have the worst fucking starter but retroactively make the other starters worse solely by existing in the same category.
