Anon, Silvally's concept is that of an artificial chimera. It's not your typical mythological "dragon+lion+goat" chimera. It's just a collection of many features from many possible biological lifeforms synthetically combined in a laboratory.
It's not SUPPOSED to look like anything more than that. You can argue all day that it's a wingless griffin, and I can see where your connections are. But in the end there are still features on its body that a griffin does not EVER possess in ANY iteration, and it's lacking key features that a griffin has in EVERY iteration.
You need to take a step back and look at what Silvally actually is. It was based on text describing Arceus to be a weapon to fight UBs. To this end they harvested genetic material from many other Pokemon and spliced them into one creature. Anything you see in it beyond that is simply your brain reaching and attempting to associate it with something you know.
