It evolves by levelling up at a certain location. Unfortunately that location happens to be right before the Pokemon League, and it isn't accessible before then.

I had hopes the Crab would be useful once evolved. Dead wrong. Absolute trash, fragile and slow against the Elite Four.

It either needed to be fast and hit hard or be slow and take hits and it accomplishes neither.
