Or you could argue that gamefreak is so incompetent at coding that it's a bug, and they are so incompetent at balancing that they thought original araquanid was acceptable.
I feel like it was intentional though, seeing as araquanid doesn't have spider web. If it had spider web, it could effectively sweep grounded foes that get slowed down
