How far into the game is the based magic dog guy? I want to have him on my team but I don't want it to end up like trying to use a haxosaurus in B/W and being a super late untrained addition to the team

He's still pretty good later though, especially with that insane special attack. If you don't have anything else planned for "very late" mons you can catch it there.

Well not too much.
It's basicly a less bulky Goodra but with very good recovery. I'd say it'll lurk around in UU. Would be awesome to see it OU but I think that would be too good to be real.

I believe they're exclusive because Turtonator's explosive head and shell resemble the sun and is more "flashy/dangerous-looking", wheras Drampa's head and lower body resemble clouds and has a more "calm/peaceful" design.
