It never was, nothing has changed. Game Freak was testing Shell Smash on it because it can breed with Tortonator, which learns it, decided it shouldn't get it and forgot to delete the Battle Tree set that uses it, see >>29914373

Battle facilities don't check for illegal movesets, items, abilities, etc. They only flag species and certain items.

Hell, I can get a Magic Guard Mega Alakazam with Life Orb to go into the Battle Maison..

Therefore, it makes sense that a Shell Smash Komm-o can be used in the Battle Tree.
