OK, let's imagine that we will get Sinnoh remakes on Gen 7, will Game Freak add Exclusive Z-Moves for Gen 4 mons and Box Legends? Will the starters receive one? Will Darkrai and Arceus receive one?

I can see this happening to Starters, Dialga, Palkia, Giratina, Lucario, Pachirisu, and some others Gen 4 Pokémon akin to Hoenn's Mega Evolutions.
