You can argue that this makes it so that only the best of the best will qualify for worlds, and it's not wrong, but between the high-entry fees and overall high difficulty to earn CP it discourages no-name players from trying because why bother if Wolfe or Ray or Billa is gonna be there and kick your ass if you are paired with him?
Obviously, the pay2win argument is not flawless either, no matter if you go to literally all the international events it'll be meaningless if you aren't good at game but what if you are both good and also have plenty of money to waste? From top of my head fitting this description there's PokeAlex. Furthermore, top placing players from last year on the CP rankings are getting their trips for the international events paid as a prize of sorts for topping them, while you can say they deserve it, it's an advantage they also have over the common player.
The entry-wall is exceedingly tall this year for the new player, between all these issues and VGC coming from VGC16 which was exceedingly unpopular as a format turning people away it wouldn't surprise me if numbers don't pick up this year.
