Okay so according to encounter data (http://pastebin.com/YjNi4Qdk), this stupid piece of shit has a ONE PERCENT encounter chance in all the fishing spots in the water totem area.

...Except one place that has 20%. So which is that one? Does anyone know?

Actually what the fuck, that's Table 8. There are 6 fishing spots in the area, and obviously 1 surfable area of water.

Table 8 probably doesn't fucking get used by anything.

I can breed one for you or if you don't want to go online (or can't because playing it on citra), fish at the lake where you fought school wishiwashi. I encountered it in there pretty often. Any rocks will do.
