Legendary is a meaningless distinction at this point. The only significant distinction right now is being banned in official formats. So at the moment I only consider the following "true" legendaries: Mewtwo, Mythicals (including Phione/Deoxys), box legends, Zygarde, Cosmog, Cosmoem, Necrozma

Anything I'm forgetting?

I think the term legendaries refers to pokemon obtainable in the game without any extra means while mythicals are pokemon that are gained from events, downloadable, require an item not available in the normal story, etc.

Guardians might have their own category if they are not legendaries. Would they be like the Rotom of Diamond and Pearl? Only time will tell.

Ultra Beasts can probably be called legendary in "our" dimension. In their dimension however, they're probably normal pokemon with the duplicates there are.
