Is it possible to have a normal time cycle in Moon without adjusting the 3DS clock? Making a last minute call on which version I want.

No. I like the reversed time though personally. I like how the game looks more at day, but generally only play at night.

PHHex can alter the time offset by any hour you want, and post-game you can reverse it officially, too.

Why would you want a nornal cycle? Playing at night is so comfy.
However, Pkhex has a function that allows you to adjust the time offset.

There, you corrected the time cycle differences and are now playing the pokemon moon with the normal time cycle of pokemon sun while still being able to enjoy all features of moon.
