Why are any of you retards surprised? The anime is literally an advertisement for fucking kids. They obviously do this to make the characters more relatable. Don't like it then you should've stopped watching the shitty anime ages ago like I did over 5 years ago. The anime will never cater to you. There will never be a more dark and mature Pokemon animation because appealing to toddlers is so much more easier due to how kids are easily satisfied over anything.

Being a Captain is more of a tradition than being a Gym Leader, the latter being more of an acknowledgement by the higher ups.
Like most traditions, they have a bunch of rules that may or may not make sense.
