However, since legal discussions of "theft" already acknowledge that it covers only "specific types" of stealing, attempting to use the legal definition of "theft" as the only possible definition of "stealing" is painfully fallacious. The only definition we can use for "stealing" is the dictionary definition, which does include piracy in its purview.
Piracy is stealing. It may not be theft, but it is stealing.
And, frankly, insisting that people use the proper legal definition of a word in conversation, regardless of how the word is actually used in conversational English, is flatly retarded.
