Ninetales, sandslash, weavile, and froslass have an impressive amount of immunities for mono-ice. Not sure what else you'd want as your back up hail and I guess beartic is a given even though I'm not stoked about it

The problem is nothing but ice types benefit. If there were some non ice moms (empoleon maybe) with slush rush, it'd be way stronger

Why doesn't it provide any damage/defensive buffs like the other weather?

It could've given Ice Types 50% more defense or something to mirror Sandstorm's Rock boost.

Yep
With the doubled fixed values, it could be equivalent to a Pokemon with anywhere between 238 and 269.5 base speed, depending on investment. Way overkill. You could run a speed-decreasing nature and still never be outsped.
