Mimey is actually a wild pokemon, the one Ash first ran into early in the episode and saw in mid-air climbing the invisible wall. That was the one Delia then met and mistook for Ash, thinking he was simply dressed as a Mr. Mime, when it was in fact the same Mr. Mime Ash saw. He was originally supposed to be caught due to the circus ordeal only for Delia to adopt it and call it Mimey herself.
