You and the other anon are both right and wrong at the same time

Incineroar has decent bulk, however Fire/Dark is a horrid defensive type. It's weak to very commom moves like Water, Ground and Fighting and has a nasty SR weakness as well. Combine it with the lack of priority and speed and Incineroar's bulk won't be doing much

OU is just Landorus T, Rotom W, Garchomp, Clefairy wasteland. VGC is pic related. You get punished by not min-maxing and where's the fun in that. Also with the ever increasing amount of Pokemon, battles starts to become less strategy based and more matchup based. Pokemon is an inherently uncompetitive game made for kiddos for fun.

Gen 4 was the peak. With no team preview there's a lot of prediction going on, and the Pokemon after Garchomp's deserved ban was well balanced. 6 Pokemon in Gen 4 OU is enough to cover most threat. There's a bit of overcentralization with Heatran, but not by much
