Compare this to another Pokèmon closely based on a real thing - say, Persian (not the Alolan version). Persian looks like a mountain lion with some extra bits, like a forehead gem and a different set of whiskers; Toucannon looks like someone made an iffy 3D model of a toucan. Even "my mom's dog" Herder has a stylized raincoat/heavier coat on its back, and a different style of fur on its face, differentiating it. And then there are more "Pokemon-like" Pokemon like Mawile, Floatzel, Kangaskhan, or Volcarona - based on a great number of things, and none of them as plain as THIS piece of shit.
