Let your rain sweepers deal with Dragons nigga, Pelipper's just the glue. Also Defog's good because you'll constantly be switching Pelipper in and out so losing 25% each time is a big deal. Also there's not too many viable spinners/defoggers for rain aside from Starmie

Drizzle helps out other pokemon with abilties like Dry Skin or Swift swim, 100% accurate thunder for electric types, and that 100% accurate hurricane with confusion chance.
Pelippers got some solid bulk, average speed, and solid sp.Atk.

It's been given a real chance to shine.

Pheromosa has the coverage of a gen 3 mon with the special split.

She can't go full atk/spatk and has to rely on HP dark,rock/ice beam to revenge well.

Aegislash is back on glue duty though.

Tailwind
Hydro Pump/Scald
U-Turn/Ice Beam

Pelipper has the bulk to setup Tailwind fairly well. Sometimes even being able to use it itself.
