How exactly do the logistics of this guy work? Do you catch a school of Wishiwashi and stuff them into a single pokeball? Do a bunch of Wishiwashi appear out of thin air to form a school?

Probably the same way - it requests backup and they assume battle formation because the lead one instructs it to.
