Your festival plaza can start with some dye booths. I started with both a red and a green.

You might think it's expensive at the beginning. The one-star colors cost 100 festival coins, which feels expensive at the beginning, but will quickly become 'acceptable.' Deeper colors probably cost more.

Yes, and you can switch between any colors you've dyed it for free.

No, you just have to get the booth.
Higher-starred booths give more options: one star is only the 'pastel' (read 'pale') colors, two stars have 'normal' or 'bright' colors, and three stars can do 'dark' colors. Each can also dye the previous tiers' colors.
