Objectively best with regards to ingame tier:
Gen 1: Bulbasaur
Gen 2: Totodile
Gen 3: Mudkip
Gen 4: Chimchar
Gen 5: Oshawott
Gen 6: Fennekin
Gen 7: ???

Water mostly gets a nod by being able to do Water STAB + Ice Beam to cover the grass weakness. Fire starters with Fighting STAB are also fairly reliable.
