Go to the day care center.
Head south just slightly from the center and there is a small little enclosure -- you can still see the day care center from the enclosure.
Go in the enclosure and get on Tauros.
Hold B and rotate the circle pad slowly. You'll charge against the wall, but as long as you're always turning you will continue charging. Even though you aren't actually moving at all, it still causes eggs to hatch and new eggs to spawn.
You basically just sit and spin in place, in full view of the day care lady helper. It's amazing and ridiculously fast.
