most features have to be unlocked, and unlocking is done by grinding the missions (just do type match up quiz, every single other mission pays out shit) every time the plaza levels up you will get 1 'random' store of a random level, you can then either keep it or dump it (he'll give you extra tickets if you spent yours, items if you didn't)
at level 8 your allowed to ask what stores other people have (the people walking around outside your streets) at level 20 you can rename it, at level 40 change the music, at level 80 change the castle (not the ability to change these things, ONE chance to change them)
you literally do this over and over and over and over and over until you get the store you want, and hope it's the level want you want it otherwise gotta keep retrying. you have no say in what you get, no say in what he gives you, and your level is unimportant for store quality (I got 2 5 star stores at level 11 and 13, then 1 stars only for the next 12 levels)
