Luxury Ball matches the color distribution patterns, but not the colors.

Go with Love or Premier. Remember that you can only use Love once, though, so if you can think of a Pokemon you'd rather use it on, go with Premier instead.

Er, actually you MIGHT also have to talk to him near the garbage plant first, before he appears in the library. I can't remember the order I saw him.

Save before using your Love Ball in case it fails, obviously.
