It isn't but boy do I wish it were. Strength sap heals based on the opponent's attack stat, which means you'll be healing for 200+ against almost any opponent and it also drops their attack by one stage. I'm pretty sure spotlight is like follow me but it works on enemies, so it's probably fantastic for doubles and triples.
Shame it's stats will get it nowhere.
