The exact level is just a game mechanic.

Lore wise Pokemon respect strength, and stronger Pokemon won't respect a weak trainer. Badges (and I guess Z crystals?) somehow show to a Pokemon that a trainer is strong enough to be worth obeying.

every kahuna beaten will raise the cap by 15, starting from the base 20 so defeating hala will get you 35, the tan skank will get you to 50 and so on
