Yes, is Snorlax the meta and Steelix is his counter, and can also wall every Electric-type in the tier

Steelix doesn't counter Snorlax (Earthquake or Fire Blast are seen on most, if not all, Snorlax). You're right about the Electrics, especially Raikou. Steelix can't do much to Zapdos, though.
